Why it usually happens

The proposal was already applied, rejected or expired (gated proposals live 7 days, auto proposals 60 minutes), the id belongs to another platform, or it was created with a key for a different workspace.

How to fix

• Call list_pending_proposals for the same platform to see the ids still pending in this workspace.
• Propose the change again if the proposal expired.
